I would clean the IPE first with a wood cleaner then apply the Armstrong Clark Stain in the Mahogany color.

I have an Ipe deck that is getting older. I would like to make it redded. Is there a stain that I can apply? (I tried oil based stain and it will not dry).
Will power washing and applying Cabot ATO make it look better?

It would not be a good idea for a cat to walk on a wet stain. It would probably stick to their feet. I doubt it would poison them as I think cats in general will just stay away due to the odor.

Yes you can apply over a previous coating as long as it prepped properly but removing dirt, grime, loose stain, etc.

Stripping solid stain
Removing solid stain is usually a disappointing venture since it rarely works. Your best bet is to strip as much as possible then sand the rest.
